Agudath Yisrael of America, the Catholic Church, and Boy Scouts of America have been fighting fiercely against efforts to eliminate the criminal and civil statutes of limitations for child sexual abuse, and open a one year retroactive window for civil cases that have exceeded their statute of limitation, because they each know full well that for decades they’ve been responsible for the abuse of countless children, and the coverup of those crimes. It should be noted that an institution is only civilly liable for abuse that happens within the institution if they were complicit in covering it up, or were alerted to abuse and failed to act appropriately.
That means, contrary to what Agudath Israel of Americathe Catholic Church, and Boy Scouts of America want you to believe, that if abuse happened in an institution, and the teacher was suspended or fired pending a police investigation following an immediate report to authorities, the institution is not at all liable. Institutions are only liable if they were complicit in covering it up.

I urge all my readers to become part of this demonstration in front of the Boro Park beis medrish of the Novominsker Rebbe, head of Agudath Israel of America’s Council of Sages (aka Moetzes), @ 1644 48th St., Brooklyn, NY at 3 pm, Sunday July 23.

The target of this demonstration, Rabbi Yaakov Perlow, the Noveminsker Rebbe, and head of Agudath Israel of America, is personally culpable for protecting abusers from criminal prosecutions. He even helped keep “Rabbi” Yehuda Kolko on as a teacher in spite of his known record of abusing yeshiva boys for 30 years. An unsigned article in Yated Ne’eman (6/22/16), A Call to Action, claims fantastic things were initiated by the Novominsker Rebbe, Rabbi Yaakov Perlow, head of the Moetzet (Council of Torah Sages of Agudath Israel of America). The naïve can be forgiven for believing they live in Moshiach times. The article starts:

The Novominsker Rebbe, Rav Yaakov Perlow, issued a call for action in response to the festering scourge of child abuse and molestation. As a result of his seminal address at the recent Torah Umesorah convention, several groundbreaking initiatives have been launched to ensure that our children are safe at all times.

Unfortunately, they leave out most of the words spoken by R. Perlow at Torah Umesorah (5/26/16) and instead imply he has said all sorts of things which he did not .

I transcribed and posted his Torah Umesorah speech where he complained about bloggers on abuse, opposed extending the statute of limitations for child sex abuse, and insisted rabbis should decide whether to report abuse to the police. Most of all, he got all defensive and lashed out at  bloggers as liars. He got in a lather about how much rabbonim care. But, as I pointed out, the real issue is not caring but tachlis, action.
